When the temperature decreases, the size or the volume of the balloon also decreases.
Decrease in temperature would results in decrease in kinetic energy of gases. Decreasing kinetic energy of gases makes its molecules more closer to one another occupying a smaller volume.
This phenomena is also explained in Charles Law which states that volume is directly proportional to kelvin temperature of gases when pressure and amount of gas are constant. When temperature decreases, volume also decreases.
