A drop of blood taken from an artery in the arm would normally contain a high amount of oxygenated blood.
Arteries (except from pulmonary arteries which carry deoxygenated blood to the lungs) are blood vessels that carry oxygenated blood. To understand this, you must first know how blood circulates around the body. All the blood in the body goes around in circulation. This is to supply oxygen and nutrients that is needed by the cells of your body. The blood goes back to the heart and it is pumped to the lungs to get the oxygen. This is why when it goes back to the heart it is already contains a high concentration of oxygen. After that, the blood is pumped to the aorta and is sent to the major arteries and then to arterioles and capillaries. This is why arteries contain a blood cells that are oxygenated.
